SIR 2.0
SIR (Special Intensive Revision) 1.0 has successfully been completed in Bihar. Now it is time for the Special Intensive Revision of Electoral Rolls in 12 states which is scheduled to be held from 4th November 2025 to 4th December 2025 across 12 states in India. ECI has released SIR 2 Documents List yesterday. Electoral Rolls are likely to be revised before each election in India.
What is the necessity of SIR?
Due to frequent migration and non removal of dead voters, electoral rolls are needed to be revised before assembly or parliament elections in every state. ECI is now conducting SIR in the following 12 states and union territories and has released a notification regarding SIR 2, SIR Phase 2.
- Andaman and Nicobar
- Chhattisgarh
- Goa
- Gujarat
- Kerala
- Lakshadweep
- Madhya Pradesh
- Puducherry
- Rajasthan
- Tamilnadu
- Uttar Pradesh
- West Bengal
A total of 5 million electors are spread across all these 12 states and union territories. About 5,33,000 polling stations will be established for the smooth conduct of general elections in these 12 states and union territories.
SIR 2 Schedule
Enumerators will visit house to house from 4th November 2025 to 4th December 2025. Upon completion of this period state election officials will publish draft electoral rolls on the 9th December 2025. People can file their objections on these draft electoral rolls from 9th December 2025 to 8th January 2026. For filing objections if any there is one month given for the public. After verification and finalizing all the received objections from 9th December 2025 to 31st January 2026, election officials will release Final Electoral Rolls on the 7th February 2026.
SIR Documents List Phase 2
The following are the SIR 2 Documents required for the Special Intensive Revision of Electoral Rolls in the above said 12 states and union territories.
1. Any Identity card/Pension Payment Order (P.P.O) issued to regular employee/pensioner of any Central Govt./State Govt./PSU.
2. Any Identity Card/Certificate/Document issued in India by Government/local authorities/Banks/Post Office/LIC/PSUs prior to 01.07.1987.
3. Birth Certificate
4. Passport
5. Educational certificates
6. Permanent Residence certificate
7. Forest Right Certificate
8. Caste certificate
9. National Register of Citizens (wherever it exists)
10. Family Register, prepared by State/Local authorities.
11. Any land/house allotment certificate by Government
12. For Aadhaar, Commission’s directions issued vide letter No. 23/2025-ERS/Vol.II dated 09.09.2025 shall apply.
13. Extract of the Electoral Roll of Bihar SIR with reference to 01.07.2025.
For New Electors, Form 6 will be used for the enrollment into electoral rolls. For deletion from the voter list form 7 will be used and Form 8 will be used for shifting or for any corrections in the electoral rolls.
Along with this SIR, the ECI is changing some norms and regulations for the smooth conduct of elections in India. No poling stations will have more than 1200 voters registered for that PS. Priority will be given to include all family members in a same poling station, so that it will be easy to cast their votes with out any trouble, which will enhance the polling percentage also.
